The Challenge
Latrobe City Council had data spread across disconnected on-premises and SaaS systems with no centralised view. Internal capacity for cloud and data engineering was limited, making it difficult to build consistent reporting or give executives reliable operational insight without significant manual effort.
The Solution
Helios delivered a fully managed Data as a Service platform on Microsoft Azure, connecting council source systems via Azure Data Factory pipelines into a governed cloud data warehouse. Data models were built and documented using dbt, with datasets exposed through Power BI and role-based access via Azure AD and MFA. Helios ingested Pathway data across four modules, built production-grade models using dbt on Azure SQL, and delivered two purpose-built Power BI dashboards covering over 20 KPIs including outstanding notices, inspections due, approval bottlenecks, and officer performance.
